I found this on Government Security News today. There is also an official announcement in the Federal Register.

When looking at the list of people Nappy appointed to this committee, there is nobody with any threat or intelligence experience, and certainly, nobody with any expertise in civil liberties or Constitutional law.

The FR notice states a couple of criteria for being included in the list of 100 public callers:

AGENCY: Transportation Security Administration, DHS.

ACTION: Committee Management; Notice of Federal Advisory Committee

SUMMARY: The Transportation Security Administration (TSA) will hold a
meeting of the Aviation Security Advisory Committee (ASAC) via
telephone conference on December 15, 2011, to establish working groups
and set the agenda for future activity. This meeting will be open to
the public.

DATES: The Committee will meet on Thursday, December 15, 2011, from 1-
3:30 p.m. Eastern Standard Time (EST). This meeting may end early if
all business is completed.

ADDRESSES: The Committee will meet via telephone conference, on
December 15, 2011. There will be 100 teleconference lines to
accommodate committee members, staff and public participation. To
participate via telephone conference, please contact the person listed
in the FOR FURTHER INFORMATION CONTACT section.

Summary


Notice of this meeting is given under section 10(a)(2) of the
Federal Advisory Committee Act, 5 U.S.C. App. (Pub. L. 92-463). ASAC
operates under the authority of 46 U.S.C. 70112 and provides advice,
consults with, and makes recommendations to the Secretary of Homeland
Security, via the Administrator of TSA on matters affecting civil
aviation security.

This meeting is open to the public, but participation is limited to
100 telephone lines to accommodate all participants. Members of the
public must make advance arrangements to present oral statements at the
meeting. The public comment period will be held during the meeting on
December 15, 2011, from approximately 3 to 3:30 p.m. EST, depending on
the meeting progress. Speakers are requested to limit their comments to
two minutes. Please note that the public comment period will end
following the last call for comments. Written statements may also be
presented to the Committee.


Contact the person listed in the FOR FURTHER INFORMATION CONTACT section to register as a speaker or submit written statements no later than December 8, 2011. I will be dealing with oral surgery on the 15th aand won't be able to try to get on the docket. I'm hoping at least 1-2 FTers will try to get on the agenda to be able to speak for the allotted 2 minutes. This group, such as it is, is a Federal Advisory Committee Act (FACA) advisory board. By law, all of their meetings must be public and all of their minutes are in the public domain.

Soliciting help from my fellow TS&Sers. This is a great opportunity to go on public record on a variety of issues under the general topic of "risk-based screening."

In my wildest dreams, one of us would be on one of the working groups representing us.

Did I hear this right? They are limiting to 100 phone lines for public comment -- and this must be done in 30 minutes?! Oh, and after this 30 minute window then no more public comment period. It's over. Sounds to me like they are afraid of the masses calling in to sign up to talk. I know it would take me more than 2 minutes to give my complete opinion about TSA tactics along with recommendations. I will send in my written statements and let you all know if I get a response. Yeh, sure. They still haven't addressed the Whitehouse Petition that now has more than 31,000 signatures.

The notice says there are currently 24 members and up to 27 members may be appointed. Why not see about obtaining membership for a FlyerTalker, or at least someone knowledgeable of our interests and sympathetic?

Perhaps halls120 could suggest how that could be done.
