Chase Visa network issues tonight
Tried to book train tickets in France for my July trip, and got the "card declined" error. Same thing on two different (foreign) sites. Called Chase (MP) Visa to see if there was an issue with my card, and was told they couldn't tell me because that part of their system was down. Supposedly all will be well by 11am EDT Sunday morning (this morning).
So if any owls are up tonight/early this morning trying to use their Chase MP cards tonight and having issues, that might be the problem.

I had a similar experience a while ago with Bank of America. Tried to pay my cell phone bill late one night - card declined. Called BofA, who said they couldn't access any customer accounts because of "maintenance." 
I can't remember wether or not I used my BofA debit card (this maintenance was only affecting credit cards) or if I waited it out. BofA seems to enjoy conducting maintenance which makes it impossible to see your credit card account, but this was the first time that I couldn't use the card because of it.

Chase gave ADVANCED Notice on when the upcoming maintenance would be and during that period not only the Chase online site would not be able to display certain information but the transfer ability would also be down. I have found that transaction involved Visa Verified would not be performed during the maintenance period.
It pays to write down the maintenance schedule when the notice is posted - they posted it at least in 2 weeks advance so there is no reason to get caught on it.
