Discount fares HKG-India

At least that's what I take this announcement on cxagents.com to mean:

I don't quite understand this. Have CX outsourced their India sales? The J class India special fares which I believe are still available have disappeared from the online offers page.

Does outsourcing their sales mean that you can't buy India fares ex-HKG direct from CX anymore? Not too experienced with this as I'm ex-JFK/EWR. I doubt they'll outsource those sales.

If you try to book a J fare online you only get a full fare. If you go to the nanda website you'll see the discount fares avalable.

I find this arrangement very odd. I just had a ticket to India issued, our company's agent is Farrington. On the E-Ticket it says the issuing agent is "G.C.N." which I assume is referring to GC Nanda.

I wonder what would lead an airline to effectively outsource their sales to an agent? Is GC nanda acting as a consolidator?
