Had JAL flight booked using Asiamiles in 2020 but Japan still isn't allowing us citizens. Anyway of getting the miles back from Asiamiles without penalty

Only if the flight you booked is cancelled. If the flight is still going forward, you will be charged to cancel the redemption ticket. You can use miles in lieu of cash for the payment.
