Theoretically, only if you paid for extra legroom seats but being moved due to disruption, missed connection etc. but not if you "do not satisfy safety requirements".

Seats are not guaranteed, if you paid for seat assignment you are eligible for a full refund of that payment. Since the agent did warn you that bassinet seats are subject to relocation, CX has done it's job there. Best they will do is give you another bulkhead seat if there are any left that do not need payment.

CX assigned them without you requesting for these seat? Either way, I don't see how any compensation would be due, unless as others state, you paid for the nominal fee for a seat assignment.

So consider yourself reassigned! As you didn't pay for them, and were even warned you may be moved for use of bassinets, I don't see why any compensation is due. I usually try to avoid them; if there's going to be any crying babies, that's where they'll be haha
