Differing Booking Class Availability in CX vs ExpertFlyer

Can they do this even for tickets where there's point of sale restriction originally? I reached out to MPC this morning about ex-DXB flight and was told both by MPC (and US reservation) to call DXB office as they couldn't do anything. Somewhat of a problem due to time zone difference (and the fact that DXB office close at 3pm during ramadan).

I am trying to book a pair of tickets to and fro HKG.
On CX715 on 21 Feb 2016, the availability in Expertflyer shows:
J9 C9 D6 I2
But when I tried to book online or through travel agent, the "I" class is not available and I have to be waitlisted.
Similarly, on CX636 on 19 Feb 2016, the Expertflyer shows:
J9 C5 D2 I0
Website and travel agent only able to book on "C" class and no availability in "D" class.
Just wondering why there is difference between Expertflyer and CX inventory, and chances of clearing the waitlist for both sectors on "I" class?
