For Y class pax I think it is fair. Because the exit row cost money so if you just hold a booking and not ticketed then it is not fair to people who r willing to pay for it. Lucky I am not in Y class too often to make this a problem for myself!

I agree anyone who is willing to pay for those seats should get them first. I have flown a number of times with easyjet in Europe and they have a small fee to get the emergency exit rows, I think it is about 10 euro and its well worth it if you cant stand being in a tight space.
