Transit thru YYZ question

If I travel ORD-YYZ-LGA with YYZ as a connection, do I need to go thru immigration and customs at YYZ?

Since that is technically an illegal routing (cabotage) things aren't really set up for it.

There is an abbreviated procedure for the Canadian formalities but coming from the US and going back to the US, not sure if you can access it. You will definately have to go through US preclearance in YYZ.

As said the airport is not designed for US-US connection. You will definately need to clear both Canada and U.S. immigration if connecting within T3 or T3-T1 vv. And you will need to clear U.S. INS and most likely Canada Immigration as well if you connect within T1.

That is one strange routing - considering all the extra taxes and time it will take compared to the many direct alternatives between Chicago and NY. What is the reason?
