First, I have to say your decision not to disclose your arrests was your mistake. As they told me during my interview, we don't care whether you have been arrested, we care that you tell the truth.
It stands to reason you were denied. If you can't tell the truth in an interview, GOES has no confidence you are not going to lie crossing the border. It's as simple as that.
Does Canada Border Security agent see you have been denied GOES? I have no idea. Rest assured you will be dealing with this for the rest of your life.

I'm not sure if the original question was deleted, but I just checked the Global Entry online application form and it asks about convictions not arrests. I don't see any reason why an arrest that didn't lead to a conviction would need to be disclosed on the form. OTOH if asked in person about arrests at an interview of course one would need to be honest.
