I'm not sure if the original question was deleted, but I just checked the Global Entry online application form and it asks about convictions not arrests. I don't see any reason why an arrest that didn't lead to a conviction would need to be disclosed on the form. OTOH if asked in person about arrests at an interview of course one would need to be honest.
