It would have seemed logical to start with a low fare and raise it slowly as the volume built up. The GO bus from YYZ that goes east stops at Yorkdale station and no longer goes to York Mills but turns north on Yonge to Sheppard then Finch. The price on the GO bus is now the same as the UP Express. I used to use it even though I had to pay for the GO fare and the TTC. If they could get to one common fare, it would make some sense. My choice of late for North York is a cab or the really down-to-earth TTC 52 Lawrence bus to Lawrence subway. For midtown, I found the UPE to the TTC at Dundas West reasonable and quick - don't forget the YYZ-Dundas West ride is cheaper than going to Union.
