Compassionate Customs Allowance?
My luggage got delayed on the way from PHX to LGA, and I still don't have it. I just spoke to customer service and apparently it just arrived and I'll be getting it tonight or tomorrow morning... As a result, I've spent about $700 on new clothes (thank god for delayed baggage insurance)... prior to this unfortunate incident, I had spent about $200 or $300 (which is all I had intended to spend)... is there a compassionate duty exemption for situations such as these?

I've never heard of such a thing. Your best bet might be to say something like - Delayed luggage is hell on the wallet, I wasn't planning on spending this. But I had no choice my luggage went on vacation without me.
You may get a customs officer that will let you go. I have spent way more that 200 over the limit and gotten waved through.

No such exemption exists. You'll benefit from your $800 exemption, everything else is taxable and dutiable, with a beneficial rate available for the first $300 of your overage.
Since your travel insurance may reimburse you for some purchases you'll still come out ahead methinks.
