Transit Visa Question
I searched and couldn't find a clear answer. My fiancee is Ukrainian which requires a canadian transit visa. However a possible plan for getting her hear would be KBP - CDG - YUL - DTW. Will it be possible for her to not get a transit visa for Canada as we will be heading directly to USA preclearance. If I remember correctly YUL has a direct connecting from the arrival hallway to USA preclearance without entering canada.

I would suggest checking the floor map of the Ottawa International Airport to clarify.
I don't believe that Ottawa has a lot of US flights at all ties of the day. That means that the US pre-clearance facility may not be open at all times. This could cause some problems for you.
The other risk is you could get denied boarding by a check in agent that doesn't feel you have all the appropriate paperwork. However, that's only a risk you can assess and determine whether you feel comfortable with...

You are best to check with CBSA directly. There is usually a travel document check by an official at the intl to US bypass.

Thank you KVS I have read that no new information my question was aimed avoiding it as she will / will not transit through canada as she would proceed directly to USA preclearance which while in Canada is considered USA. I will take worldtravelers suggestion and contact Canadian immigration directly.

Without a Transit Visa, she will be denied boarding at KBP or CDG.
