Possibly, but not necessarily. Some consolidators with strong links to an airline, or a nominated agent, may be able to take from a J bucket but sell at an I class price.
Please remember I haven't done ticketing in the UK, but this was possible when I was based in the US, albeit some years ago now. This was with consolidators who were nominated agents of a particular airline and provided them with a considerable volume of business throughout the year. I can think of one specifically I used who specialised in VS tickets, and another using NW to the Far East.

Actually a relative of mine got tricked once by a dodgy Chinatown travel agent. Basically the agent changed a handwritten ticket (from H to B Class) and my relative got asked by CX at the airport and at he was nearly refused to board on the flight, but at the end I think CX just sent back a DR memo to the TA for makign the change (fare difference bewtween H and B)

Indeed. I know of certain UK firms (and have myself used one in particular) where the corporate deal books in J but the actual fare paid is somewhere between the publically available C & D fares on that route. Never heard of I fare levels being used for such corporate or consolidator deals though.

AJ - as I say quite some years ago now. It's quite possible it was in C or D class as well as (or instead of) I. My memory is not as good as it used to be

As AJLondon intimated, many deal fares will have a discounted D class fare, but booked into J class. Nothing at all dodgy with this. Any TA with the slightest bit of nouse could, in theory, sell a deeply discounted V class fare and issue the ticket in F.
If the ticket is correctly associated with the PNR (which should happen automatically upon ticketing) there would usually be nothing that would arise any suspicion at check-in. However, TAs don't get up to this kind of shenanigans as BA would simply ADM them for the correct amount.
