Not sure about BA holidays but 2 hours was the minimum for a change without being a holiday. If the flight number has changed, that’s a cancellation with more flexibility.

I had a change in flight number when a flight on a BA holiday was switched from AA mainline to Skywest (and change of aircraft that goes with it) albeit with exactly the same departure and arrival times. The BA holiday chat agent insisted that the change would not permit a free of charge change - I didn't waste any keystrokes by arguing, just closed the chat window. YMMV
