Avios awards out of Dubai/Doha?

Sure, small markets, airports with high landing fees and/or slot restrictions, monopoly routes. This is why DCA is a great aviios origin/destination from a value standpoint (LHR is too of course, but everyone knows this). But, if you stuck me in Doha with a boatload of avios, I'd focus on places that I actually wanted to go.
