Are the BA flights currently flying to the usa just rescue flights?

no they have pax on board too. Expecting a small amount of flights to continue

No reason for them to be "rescue" flights. Beyond US citizens, there are a broad array of exmptions. Same going the other way. Just limited demand met by limited service on the BA/AA JV.
