We're booked up for SOF, BA892 on the Saturday, back on the BA891 on the Tuesday and we'll be staying at the InterContinental. I've never been to Bulgaria but it's been up there as a place to visit, this seemed like the ideal time Alas I cannot make the other meet in TIA this time.

It's 2 miles from Skanderberg Square, and 10 miles / under 30 minutes from the airport. There are quite a few places within walking distance, it's inside the downtown loop, just. Taxis are cheap and easy in Tirana, from the HGI to Skanderberg it would be about 4€ and to the airport about 15€. Public transport is at near give-away prices and easy to use, 40 cents a ride. There are plenty of cheap and good-ish quality non chain hotels nearer in to the centre. The HGI is very new however.
I guess it might depend if you want to go with your preferred hotel loyalty scheme? The HGI flexible rates for that Saturday night seem to start at €54, which isn't a lot compared to a recent HGI stay in Phoenix! And if local transport is reasonably priced, then it's no big thing to not be right in the centre.

I stayed at the Hilton in Sofia a couple of months ago and it is walking distance to the centre of town.

We decided to go ET on these two trips. We don't need the TPs and it isn't a long flight. Don't worry... we'll throw M&S bread rolls forward into CE... the majority of CE is likely to be from the group so I am bound to hit someone

I am at the Hilton Sofia right now. Not too far out and 400 metres from metro station.
