BA's promotion's fare rule
normally the cheapest ex-LHR long haul is booked into I fare, which is non-refundable, non-changable. BA runs promotion sometimes and books one leg (normally return leg) into A fare directly.
In this case (assuming outbound I and inbound A fare), am I able to change the inbound flight? My understanding is that I should be able to change it with a fee because I am actually on A fare (no matter how I get this fare). but in reality, I cannot apparently because this is a free-upgrade "I" fare.
I had a dispute with our travel agent and she insisted this is the fare rule for my ticket. But my ticket clearly shows the inbound is A fare. (btw, A fare can be changed with a fee even it is combined with a non-changeable outbound I fare).
Is the travel agent correct in this case? thanks for your inputs.

Indeed fare rules are all that matter and dual inventory fares are no exception. Incidentally many 'straight' A fares are extremely restricted.

Also bear in mind that point of departure and point of sale make a difference. Thus, ex-UK I fares are non-changeable whereas ex-EU can be changed.
I am a bit surprised that an I fare gave an upgrade to A one-way. Normally BA restricts these promotions to higher class base fares.
Finally, for ex-EU feeder flights, the SH will normally book into J. This does not give fully-flexible J rules - the fare rules of the overall ticket apply. Instead BA use the J bucket to maximise availability of connecting flights as they want to sell the LH ticket. The fare bucket alone is pretty meaningless for changes - it's the fare rules that matter.

My guess is that it's not so much a promotional upgrade as a dual inventory fares. Ba has many T fares that book into I and I fares that book into A (from all departure points) including both limited promotions and recurrent/permanent fares.

Look at below examples from Matrix: This is the cheapest available LH premium fare. If you force the inbound to Business Class, it will choose R fare, which is much more expensive than current combination. As you can see, the inbound is shown as A fare but the travel agent said this is a promtion fare from BA, which is effectively I fare so I fare rules apply, not A fare.

If this is one of those promos BA run every now and then, where you pay Club both ways, get F in one direction, then the fare rules are identical in both directions, and are based on the underlying Club fare, whatever that might be. You get an I fare that books into A class, not a true A fare.
