If you force the inbound to Business Class, it will choose R fare, which is much more expensive than current combination. As you can see, the inbound is shown as A fare but the travel agent said this is a promtion fare from BA, which is effectively I fare so I fare rules apply, not A fare.

I think your TA is getting confused.

Your outbound I fare is non-changeable. Your inbound A fare is changeable.

The outbound fare has the following rule:

WHEN COMBINING FARES THAT HAVE CHANGE FEES
THE HIGHEST PENALTY OF ANY OF THE CHANGED
FARE COMPONENTS APPLIES
WITH THE FOLLOWING EXCEPTION
WHEN COMBINING NON-CHANGEABLE FARES WITH
CHANGEABLE FARES THE CHANGEABLE FARE
COMPONENTS REMAIN CHANGEABLE.
Therefore, you cannot change your outbound, but you can change your inbound. The change fee is £300.
