Changes to Gold Guest List Qualification Criteria

Is this article correct when it states that you need to collect 5,000 TP EVERY year to access the CCR? I thought it was 5,000 for qualification, then 3,000 each year for renewal…..?

GGL is 5k TPs in first year, 3k to renew.
