excess value baggage on BA - any experience?

It seems that BA offers this option ("A passenger can benefit from a higher liability limit by making a special declaration at the latest at check-in and by paying a supplementary fee."), but when calling BA, no one seems to be aware of it.

Any experience with this? Is it possible at all to arrange this before going to the airport? What if the agent at the airport has no idea what to do? Flying from JFK to LHR.

Declaration of interest - excess value charge
You may declare a value for checked baggage in excess of the standard applicable liability limits. You will need to make this request at the check-in desk before you check in your bag, and the excess value charge must be paid then/at the start of your journey.

What are Special Drawing Rights?
Special Drawing Rights (SDRs) Are an international unit of account, defined by the International Monetary Fund (IMF), based upon the values of several leading currencies. The currency values of the SDRs fluctuate and are re-calculated each banking day.
Under the Montreal Convention British Airways liability for lost, damaged or delayed baggage is limited to 1,000 SDRs for checked and hand baggage

The declaration of interest and liability
raises the limit of British Airways liability to a higher figure of up to 2,000 SDRs
maximum valuation per passenger is 2,000 SDRs (equivalent amount will depend on the rate of exchange of the currency used)
charged at a rate of $25 / 14 / 21 per passenger covers flights operated by British Airways only

Limitations on the declaration of interest
does not cover the return flight unless specifically requested at the start of the journey
is not an insurance premium. It raises the cap on the compensation payable if British Airways is legally liable for any loss, damage or delay to the passengers baggage
does not entitle you to recover the sum declared in the event of loss, damage or delay; you can only recover for proven losses and damage

I've paid excess valuation to AA on a few occasions without issues (agents didn't bat an eye) but never had to it with BA.
