I'm in need of a referral, if someone would like to PM me! Even though it's our joint income that makes the grade, would it still be possible to (eventually) apply for one card for me and then refer my other half?

That strategy could be undone by the uncertainty of the referral bonus still being available at the end of your first year

No-one can say for how much longer it will be active, though its obviously in Amex's best interests to keep it running.

Welcome!
If you and your wife want to sign up you should join first and then refer her yourself.
That way you will be given extra potential miles for referring your wife as well as the sign up bonuses
