No reward night availability ..... ever?

No reward night availability ..... ever?
I was checking out BW hotels in Bali and noticed that the Bali Kuta Beach doesn't have any rooms available on reward points - ever! Not a single night throughout the whole year open for booking!
Anybody encountered that before? Aren't they supposed to have at least some rooms available for rewards? Anybody have experience with BW Support - can they force the hotel to open up availability?
