the locations your laptop has visited wouldn't affect what website you get
Most likely Avis is running multiple front-end web servers, and depending on which one you get directed to influences which version of the site you see. Within a couple of weeks I'm sure you'll only be able to get to the new "enhanced" one

Anyone worked out a way around this auto-detection of country of residence yet on the new site?

I've uploaded the picture of the new [US] Avis.com home page here.

The new site is completely nonfunctional for me now, I cannot get past the first step in making a reservation. They had a very nicely functioning site, why did they have to mess it up?
[Edited to add: the site was apparently down at the time, but I still like the old site better. It was the easiest to use of all the car rental sites. Too much unnecessary color now, old reservation pages were easy to save copies of, new ones are a pain to save readable copies of - similar to the problems with National reservation pages.]
And some idiot made the airport list only sortable by airport name which often has nothing to do with the city name. Now I guess I have to memorize the name of every airport in the world to use it.

In the old system, I did indeed know the airport codes of almost everywhere I needed to make a reservation at and I just had to type the 3-letter code in without the site trying to "help" me.

An apparent improvement related to the change to the new website (but not on the website itself): For the first time ever, Avis finally sent me a confirmation email as soon as I made the reservation. I haven't changed my email address at their site for years, but it never sent me one when I made reservations on the old site. But the first reservation I made on the new site, a few minutes ago, it promptly sent me one. ^
