Given that the traveler in question wrote, "I will have checked baggage," a taxi or Uber/Lyft probably makes more sense. If he were traveling carry-on only, public transit would be a good option, but if his checked baggage is bulky or otherwise unwieldy, then not so much.

Good Point - I will have a suitcase so i think taxi or uber will be the better option.

You should be able to buy a separate IAH-JFK ticket for a whole lot less than $2k. Even collecting a bag and rechecking at JFK doesn't take that long. I've done it before but I wouldn't want to switch airports.
