There is no fee for rebooking due to cancellation or schedule changes. This can be very helpful in many cases. In addition to reasonable routings, you can often get some pretty unreasonable routings if you want.

I understand there's no change fee in this instance, but what about a fare difference with the newly selected flight?

In my experience they will move you to whichever flight you ask for within reason for no additional fare collection. I have intentionally booked trips >6 months out with nonsensical double connections including overnight stopovers because they were cheapest. Once the inevitable schedule change occurs they usually put me on the nonstop automatically. If I prefer something else, it's a simple phone call or DM on Twitter. They will not ask for any kind of fare difference.

No, the "summer reductions" your thinking of are already built in when the schedule is initially loaded (ie. a popular summer vacation destination that is 10x a day in the summer isn't getting loaded 10x a day in the Fall, it's getting loaded at 4x a day because there isn't demand to fill 10x a day outside of summer).
The current announcement from AA (and other airlines) is them saying they're cutting flights out of the schedule that they had initially been planning to operate this fall but don't have the resources for (ie the route they thought they were gonna operate 4x a day is actually only going to be 2x a day). The demand may or may not actually be there to support the 4x a day AA initially planned for (which could be playing into the decisions on specific routes), but given the staffing/availability challenges AA is facing, they only have the resources to operate it 2x/day.

I had multiple schedule changes come through for fall this week with horrible connections and after looking for alternatives I found our outstation airports (I can go to RST or MSP) have both had significant flights cut that were on the schedule last week. Also some intenational out of ORD for this winter were cut.
I think every airline is going to go through this to try to get a handle on all of these last minute cancellations
