He doesn't have to use the unaccompanied minor service, but he is still an unaccompanied minor and those rules apply.

How did you come to that conclusion?

The Contract of Carriage, copied in a prior post, says this: "Unaccompanied children, a child/minor under 15 years of age, not accompanied on the same flight and in the same compartment by a passenger at least 16 years of age or parent regardless of age."

So the 15 year old is not an unaccompanied child, as defined in the contract of carriage.

The rules applicable to the unaccompanied minor service apply to those utilising the unaccompanied minor servuce
