Question regarding baggage and connectors in Europe
I am flying (American Airlines) from San Deigo to Sevilla, Spain, with stops in Chicago and Madrid. I have a planned eight hour stop in Madrid. When I arrive in Madrid, I wish to obtain my bags at baggage claim and then re-check them before the last leg to Sevilla. Question: Is this the usual procedure when flying from the U.S. to Sevilla through Madrid, or are the bags usually routed all the way through to Sevilla automatically. Secondly, can I instruct my baggage handler in San Diego that I want my bags off the plane in Madrid?

Welcome to Flyertalk.
It should not be a problem to let them know you want to claim your bags when you get to Madrid. They would normally be routed all the way through, so when you are checking in make sure to have them only check them through to Madrid.

I assume that you want to use the 8 hr layover to see some friends or family and pull something out of the luggage to give to them. Follow cordelli's advice and check the bag(s) only to MAD. You will then have to collect your luggage and clear customs. Five hours later or so you will have to recheck your bags and clear security again before flying domestically to Sevilla. With all these formalities your on-the-ground time in MAD will be significantly less than 8 hrs.
