How accurate are the " Flight Performance" Details?

How accurate are the " Flight Performance" Details?
Looking at flight 216 from CLE to SEA and it shows the flight cancelled 33% of the time. That means that one out of 3 flights are cancelled. Is this possible? Or am I misreading the information. Thanks.
