Stopover allowed on PenAir?

Stopover allowed on PenAir?
Looking at July 25, 2015, AKN-ANC(stopover)-ORD.
AKN-ANC has 6 flights operated by PenAir, and 1 by AS. When I enter the itin as multi city, only the AS flight shows up. Is it because:
1) stopover not allowed on PenAir
or
2) it is allowed, but the website can't do it. Must call.

You can try calling. The rules seem complicated. It works fine when i do AS+Ravn and AS + PenAir on the website but it only seems to come up for saver. It could be a site issue. Typically partners are only available at saver but The Intra-Alaska partners have a full fare award so could be a website limitation as to not cause issues with the single award level partners.
