Can air points be used for partial payment of a ticket

Tried to use some air points to pay part of a ticket. Internet said I did not have enough air points. From research it seems that one needs enough air points to pay for the entire balance of the ticket ,excluding taxes. Am I correct on this.

If so that means one needs a lot of air points for a ticket from AKL to LAX in business.

Appreciate any clarification on this.

You can just buy APD to top up your account which is what many people do.

The only problem is I'm pretty sure you can't do this if you're outside NZ as Air NZ apparently aren't interested in giving this functionality due to the huge amount of work that's required to be fully compliant with money laundering laws.
