award tickets on Cyprus Airways?

No, you cannot book these codeshares any longer. I inquired about the KL-coded LCA-flights and was told that since CY is no longer a Flying Blue partner you cannot redeem miles on those flights.

But when I pay for a ticket on the cyprus airways codeshare flight to Larnaca or Paphos, under KLM-ticketstock and KL-flightnumber, do I RECEIVE level & award miles?

Actually, CY was never a full-blown FD partner. Only the codeshare flights LCA-AMS-LCA and PFO-AMS-PFO qualified and for some time not even they did (I am not 100% sure this has changed as I stopped using them a while ago).
OK (Czech Airlines) do not fly to PFO but they do fly to LCA and is the only SkyTeam airline that flies to Cyprus on its own aircraft (AZ codeshares on CY's LCA-FCO-LCA and LCA-MXP-LCA flights).
