I remember that in April (or was it May?) the government's original plan was to extend the extraordinary legislation until July 28th, imposing a quarantaine for everybody coming in from outside the EU. Parliament then limited that to July 14th, and the quarantaine was made "voluntary".
From several friends arriving on different flights from HKG, SIN and JFK, the concept of quarantine, whether voluntary or not, as well as any paperwork has been dropped altogether. Its a breeze to go through if you have a EU passport.

I took a ferry from the UK before the UK rescinded the quarantine for France (and therefore while there was still theoretically, in retaliation, a voluntary quarantine on arrivals from the UK) but the immigration officer did not even mention it at all when going through the border, The only covid-related requirement (other than wearing masks on the ferry) was having the no-covid symptoms declaration available when checking in for the ferry.The ferry company did insist that these had to be filled.
