There are so many semi-independent baronies and duchies at AF plus informal but powerful networks. Hard to control.
As Ben Smith suggests, two such incident in less than three months is not good.

Anyhow, a flight plan is made before departure and filed with applicable ATC's in the system (as mentioned above by several others).
Still, any circumstances enroute (also this one) can force to a new/updated/changed flightplan, even a whole part of the route. The flight plan can then be uploaded to the flight crew by ACARS and be loaded in the Flight Management System. Of course, fuel calculations and route/weather/crew duty hours/technical state of the aircraft/ETOPS all play a role, so one of these might have been the trigger to return to CDG. Otherwise, I am pretty sure any large airline would try to re-plan the flight and let it continue.

A sloppy airline getting sloppier.
I was on this flight in January. It took them 60 minutes to get the baggage to the terminal. This in a airport than maybe had two other planes at the same time.
They have become a joke.

I'm flying Air China this Christmas.

So a total of 3 aircrafts being unloaded at SGN at a given time Come on!

Re the bagage delivery: blame the handling company before the airline (although it is possible for AF to subcontract with a more efficient handler).

This makes no sense. There are typically over 30 flights taking off from SGN in one hour.
And any airline there is dependent on airport bagage handlers.
