Booking "MCO" flights - can I book elsewhere?

I have a $300 M.C.O. that I have to use soon. SHoppiong around online for the best fare, I have noticed that both Expedia.ca & Travelocity.ca have a much better TOTAL, tax-in fare than on AC's website. (YHZ-YYZ is 25% cheaper on them than on aircanada.com!)

Can I make the initial booking with say Expedia, place it 'on hold,'then ticket through AC, or must all MCO's be booked direct through Air Canada?
