"in the first quarter of 2017, Air Canada recorded a provision of $30 million relating to a fine which was reinstated by a decision of the European Commission pertaining to cargo investigations. Air Canada paid the fine in the second quarter of 2017, pending the outcome of its appeal of the decision."

A few other tidbits in the MD&A:
"In April 2018, Air Canada concluded an amendment to its Boeing 737 purchase agreement, pursuant to which certain aircraft delivery positions were accelerated and others deferred. The amendment accelerates the delivery of five 737 MAX aircraft by one year, to 2020, and defers the delivery of 11 737 MAX aircraft by up to 36 months."
They coincidentally have 11 737MAX9 aircraft on order, and based on other language in the MD&A, I'm inferring the A321s are not going the same way as the A319/320.
"Reconfiguration of Airbus A330 Aircraft
In order to provide customers with a product that is consistent across its wide-body fleet, Air Canada plans on reconfiguring 12 Airbus A330 aircraft (eight of which are currently in service and four scheduled to be added in 2019) to the new Boeing 787 state-of-the-art standard. The reconfiguration of the Airbus A330 aircraft is expected to begin in late 2019 for completion in the first half of 2020. The capital expenditure related to this refurbishment program (which is included in the table below) is approximately $275 million."

What is it with that 1 767 remaining? I can understand operating a sub-fleet, but a fleet of 1 even with the other aircraft in Rouge is silly. Is this some aircraft that is tied up in some weird leases that they can't get out from?

It's just the way the fleet plan is captured. It only goes to Dec 31, 2019. For all we know the last 767 could be retired on Jan 1, 2020.

AC isn't wet leasing any planes - wet lease involves the lessor providing crew etc.
As Chris A330 has already pointed out, this is likely just a timing quirk - if we had a monthly breakdown, it would probably look smoother. It may or may not have anything to do with a lease expiry.

I'm curious as to how they arrive at such an apparently large number.

Could be that the B767 is retiring just after 2020 or that AC will keep it for parts for its B767 Rouge fleet, training, emergency response drills, etc..
