Sorry, my fault. This has happened to me hundreds of times on Air Canada (AC) flights (no paper towels and used my pants or toilet paper to dry my hands)... but I never cared to tell the Air Canada (AC) crew about it. (Frankly, I couldn't give a crap though...no pun intended).
Therefore according to the armchair Air Canada FOTSG experts here, they have deemed it as my fault.

The 789s seem to be better about paper product dispensing than the 777s. The slave ships give you clumps of paper towels, especially the bigger lavatory between J and Premium economy.

Those names I did not hear. The first Trip-Seven HD I was on, the cabin crew and I did complain about how we all hated the plane, but the best I could come up with was "Cattle Car". Unoriginal I know. Slave ship sounds far more accurate.

"Big Bertha", I was told by several YUL-based FAs, were mainly used by them... 'Slaveship" was more commonly used by other city-based FAs... there might have been other nicknames but I never heard them.

the absolute worst J cabins on AC were the ones on the A340's .. the green leather angled lie flats where you slid down every few minutes.

(For the record, the 343's never had the lie-flat angled seats that the 345 had)
But the 343 and 345 definitely had the same low quality hand towels.

We were on an extended delay at the gate with the door still open - that's why I thought to mention it. Not worth delaying the flight further, but while we were sitting around anyhow, it was worth asking. I thought they might have some stashed somewhere.

I suspect what was wanted was for Air Canada to get their act together and stop using "it was not us it was a service we contracted for and therefore not our fault" as an all encompassing excuse for their failures.

What was wanted? A simple, "I understand, I'll see what we can do" would have been acceptable, even if there was nothing that could be done. Actually restocking the lav while we were sitting around at the gate would have been a bonus.
