Why does Air Canada not provide free same-day changes for elites?

I'm flying AA today.
I missed the earlier flight to my first stop by 10 minutes, so I asked about a reroute.
Nope, that would require a change fee and fare difference.
It would also get me home 2 hours earlier.
I really don't think this is the model to copy. A similar situation on AC would have cost me $75 (actually $0 because I'm paid domestic F), but on AA, it would have been hundreds of dollars.
Status doesn't waive that fee.
