"1-10 will each get a million" is not the same as "No one else will get anything".
Too much speculation has been done in this thread (starting with "it hasn't been announced yet, therefore it's not happening").

From a marketing perspective, the partial fail of the last one (with 25th to 30th places requiring so few wings) is a potential goldmine. If a lot of semi-frequent flyers think "hey, that's within my grasp!" and book all their fall travel in flex or higher, or on low-load routings, AC could clean up.

Well ... it's now Sept 7th, and as of 8am ET the EYW site (https://earnyourwings.aircanada.com/en/how-to-play) still has the 2016 information on it; not even dates about when the contest will be run.

This will also by my answer if it shows the same at of 23:59 pacific time.
But hey, days not over. Maybe we'll be surprised.

Finish in the Top 10 and earn your equal share of 10,000,000 Bonus Aeroplan Miles. Finish between positions 11–30 and you’ll earn your equal share of another 10,000,000 Bonus Aeroplan Miles. Finish between positions 31 and 50 and earn an equal share of 1,000 eUpgrade Credits.

Not sure - I'd say it is a fairly short booking window (5 weeks) for a relatively long travel period - 3 months.
I did quite well last year as YOW was one of the superdestination and had to to quite a bit of travel to YHZ and YWG. They've definitely made some of badges much harder to achieve this time around
