My suggestion is for a mileage based upgrade.
I think Air Canada needs a mileage based upgrade award available to all members. The upgrade award should be capacity controlled and available to everyone.
In addition, there should be a method for Star Alliance members to use miles from their programs for upgrades on AC.
This is a win-win situation for AC, as they can offset "foreign" mile costs for when AP members use AP miles to book awards on other star alliance carriers, and they get to sell a seat.

Second suggestion: Introduce an "AAnytime" or "Standard" award tier available to everyone.
If you want to double up on points, you should be able to get any open seat on the plane. See AA's and UA's program for details.
Again, benefits AC/AP on reducing AP accrued mileage liability, benefits customers if they need last minute travel, or if they have more miles than they know what to do with.

Aeroplan centre telephone accesss - this is really important. The reservations lines never seem to be too bad (except during seat sales), but waiting 45-75 minutes to speak to an Aeroplan agent is really unacceptable, from a customer service prosepective.
