Checking R Space
If you just want to check if your flight has R >=1 then just do a dummy-booking on ac.com and select "display upgradeable fares only" (or some such language).

R is a subset of J that indicates what seats AC will release for upgrade. So often time you will see J9 R0. They don't release the seats in case they may sell them beforehand.

R is a subset of J that indicates what seats AC will release for upgrade. So often time you will see J9 R0. They don't release the seats in case they may sell them beforehand.

I also did a "dummy ticket" on AC.com and there it was showing 13 available.

There's been numerous comments about flights leaving with empty J seats and people's eUps not going through so the best thing to do is wait, try and be patient, and don't get upset if you don't get the upgrade.

You really have a lot of background to catch up on - that thread yvr76 linked is a great start. The hack version is this: AC offers lower price points for business class tickets, often with advance purchase requirements - that's the Z6/C6. AC would rather sell full fare tickets (J) for big $$$, so they will save seats for that purpose -> J9 - Z6 = 3 seats only at full price. All of those are for customers paying (AC's idea of) fair market value.
If revenue management makes 'R' available, it gets paid for with eUps, which are clearly not cash. So the OP almost certainly won't see 'R' space sitting there this week - they would rather sell tickets, LMUs at checkin or directly release a seat to a SE (on the waitlist since T-7). If the money sales don't happen, OP might get an LMU offer, or an upgrade might clear at the gate.
Since the OP was asking about AC034, I'll mention that historically the TPAC routes are often full up front so they are really hoping pax get off the plane in YVR and not YYZ.

My flight home is currently booked for AC161 on Feb 17 which shows R0. I notice that if I left 2 hours later on AC137, it is currently R9. Is it likely to drop to R0 when we get to exactly 7 days before? What I am wondering is if it's worth seeing if I can find an SE who wouldn't mind donating me 10 credits since so many are expiring and then switching my flight at T-7 days but of course it's not worth doing it if they are going to drop to 0.

In that case, there are seven spots left, another six wth no seat assigned. So believe the latter.

While I definitely think this is unacceptable, I think the general consensus is if something had been mentioned to the SD before the door was closed, the upgrade would have been processed.

I'll be on that same flight (and am desperately hoping to get upgraded as I'm originating from SYD), so I might be lowering your chances of scoring the upgrade). However, I do have 15 eUps left that expire at the end of Feb and 3 nominee slots left, so if R>0 at T-7 for your Feb 17th flight, I'd be more than happy to sponsor you. (with the caveat that I wouldn't be able to submit the request at exactly T-168 hours since I think I'll already be in the air from SYD-YYZ at that exact time)
