I see...so if no one purchases the "full fair" upgrade they get released to waitlisted?

I used the link above to check my upcoming flight. It says J7 R0 but then also says "atleast 7 available"
I also did a "dummy ticket" on AC.com and there it was showing 13 available.

Who do i believe?
