Addis Ababa Layover

Does one have to claim baggage and go to customs on a stopover in Bole intl Airport if continuing onto another intl destination?

Assuming you are through ticketed, no. Really only the US that has this hassle for international connections.

I would look at the following thread on the Other African and Middle Eastern Airlines forum. Assuming you are flying on Ethiopian, they have a subsidized layover for passenger with a layover over 8 hours and under 24 hours.

Ethiopian Airlines (ADD layover)

Ethiopian Airlines has a stopover program in Addis as well. If you do their stopover program, I believe you will have to apply for a tourist eVisa for the stopover program.
