carry-on vs checking? That is being controlled by the airlines. They included in the original notifications they'd be putting people near the security areas (where its one airline for the line, not sure what they'd do someplace like IAD where everyone converges) to tell people to check luggage it they're clearly over carry on limitations

ps this is not to say that TSOs won't take it upon themselves to turn people back of course
