What if it was mailed to someone else (not the person traveling and carrying it), and already had gone through the mail system (i.e., was postmarked). If I'm carrying unopened mail
addressed to someone else, not myself, I would think I don't have permission to authorize it to be opened.
Say I mail my DL to my SO (who lives with me), and then fly with the unopened envelope. Would it violate postal rules for me (or TSA) to open it?
