Probably, CDMA network is available.
I was in JL & NH lounges last year & they had clearly stated that no mobile phones are allow to turn on, so definitely no voice call in & out are allow, I had seen some passengers turn those phones into vibrate mode & start typing SMS. This rule also applicable to the train as well.
Another thing is Japan NTT DoCoMo is using their own system such as PDC, FOMA, KDDI is using CDMA2000, & only SoftBank (Previously own by Vodafone) is using W-CDMA 3G system which is available thru out European countries & Asian countries.
Japan has no GSM nor CDMA network.
