Yes, but in looking to see if it was possible you must have looked in the wrong place, because it made you say that the conversion Circle->DONE is not stated. Why I am saying is that it is stated, and the place where it is stated is in the text I quoted, which comes straight from the Circle Pacific Explorer rules.
