Duh, I spelled it wrong. Sorry. It is Cong Ly. It is at 124 Hester Street. Not a Zagat kind of place. Its a hole in the wall. Below is a link to a food blog which has some posts about it. If you Google it you will find other postings in various places that show that it seems to have a following among Vietnamese in NYC.
