We usually block off the last row for stand by's and the emergency exit rows are blocked too cause the agents need to screen the customers seated there.
In my experience, the only exit-row seats blocked were 12DEF. Therefore, 11ABCDEF, 12ABC were open for assignment before going to the airport.
I agree that renumbering the 2 to begin at row 1 makes much sense. I never understood why some airlines (specifically 2-3 class cabins) start at weird numbers. For example, the Delta 757 is something like rows 1-8 first class, and then coach starts at row 17...something like that.
Any way, hats off to jetBlue for making the all seats amazing and no need to rush for that seat in an exit row!!! ^
